Stop Buying AI Tools You'll Never Configure
I have a confession. Sitting in our security stack right now are three AI-powered tools that we paid good money for and never fully configured. One has been in "pilot mode" for eight months. Another has exactly one detection rule turned on — the default. The third, I'm not even sure anyone has logged into since the vendor's onboarding call ended.

Yeah. That's what I thought. Shelfware is the dirty secret of enterprise security, and AI tools are making it worse. A recent survey by a major analyst firm found that 61% of AI security tools purchased in the last two years are either partially deployed or not deployed at all. That's not a rounding error. That's a systemic problem.
How It Happens (Every Single Time)
The cycle is so predictable it's almost comical. Step 1: vendor gives an impressive demo. The AI detects a simulated attack in real-time, the dashboard looks beautiful, and the sales engineer makes it seem like deployment is a weekend project. Step 2: procurement approved, contract signed, high-fives all around. Step 3: the onboarding call reveals that "easy deployment" means two weeks of integration work, 47 configuration decisions your team isn't prepared to make, and tuning that requires at least three months of baseline data. Step 4: the integration work gets deprioritized because there's an actual incident, or a compliance deadline, or just too many other things going on. Step 5: six months later, the tool sits at 15% deployment and nobody wants to admit it.
I've been through this cycle so many times I could set my watch by it. The worst part is step 6, which nobody talks about: the contract auto-renews because nobody owns the decision to kill it, and now you're paying for another year of a tool you're not using. Repeat until your tool budget is consumed by tools that produce no value.
Why AI Tools Are Especially Prone to This
Three reasons AI security tools gather dust faster than traditional ones.
Configuration complexity is hidden. Traditional security tools have obvious configuration requirements — you need to define rules, set thresholds, configure integrations. You know going in that setup will take time. AI tools market themselves as "just turn it on and the AI figures out the rest." That's technically true for some tools... after you've integrated all your data sources, configured the right permissions, defined what "normal" looks like in your environment, and tuned the model's sensitivity. That "just turn it on" turns out to be a 200-hour project.
Tuning requires expertise nobody has. When your IDS generates false positives, you know how to tune it — adjust the signature, whitelist the source, modify the threshold. When your AI tool generates false positives, the tuning mechanism is often opaque. "Provide feedback to the model" is not a tuning methodology; it's a suggestion. Security teams don't have ML engineers on staff, and expecting a SOC analyst to tune a machine learning model is like expecting a plumber to recalibrate a centrifuge. Related fields, very different skills.
The value proposition is fuzzy. A firewall blocks traffic or it doesn't. A SIEM collects logs or it doesn't. AI tools often promise things like "improved detection" or "faster investigation" or "reduced alert fatigue." How do you measure that? Most teams can't articulate what success looks like for their AI tool, so they can't tell when they've achieved it, which means they can't justify the continued investment, which means the tool slowly gets ignored.
The Math of Shelfware
Let's make this concrete. Average enterprise security team has 15-25 tools. If 20% of those are shelfware (conservative estimate), that's 3-5 tools producing zero or minimal value. Average annual cost per security tool: $40,000-$150,000 for mid-market companies, more for enterprise. So you're looking at $120,000-$750,000 per year spent on tools that aren't doing their job.
Now layer on the opportunity cost. Every hour your team spends on a half-configured tool is an hour not spent on something useful. Every integration slot consumed by a dormant tool is a slot not available for something else. And every time a shelfware tool doesn't catch something it was supposed to catch (because it was never properly configured), you're carrying risk you thought you'd mitigated.
One CISO I talked to did this math for his organization and found they were spending $430,000 annually on tools with less than 30% feature utilization. He killed three contracts, redeployed the budget to properly staff the tools that were actually working, and his detection rates went up. Fewer tools, better configured, better results. That shouldn't be a surprising outcome, but apparently it is.
The Buy-vs-Deploy Ratio You Should Track
Here's a metric I wish every security team tracked: for every tool you purchase, what percentage of its capabilities are actually deployed and actively monitored? Call it your deployment ratio. Most teams I've talked to are somewhere between 30-50% across their full stack. The good ones are at 70-80%.
Before you buy a new AI tool, calculate your current deployment ratio. If it's below 60%, you probably don't need another tool — you need to finish deploying the ones you have. A fully deployed $50K tool will almost always outperform a half-deployed $200K tool. Every time. And yet we keep buying instead of deploying, because buying feels like progress and deployment feels like homework.
Breaking the Cycle: Before You Buy
Require a deployment plan before procurement approval. Not a vendor-provided project plan — an internal plan written by the people who will actually do the work. It should include: who owns deployment, how many hours it will take, what other projects get delayed, and what specific metrics define "fully deployed." If nobody can write this plan, you're not ready to buy.
Set a 90-day deployment checkpoint. At purchase plus 90 days, the tool should be at minimum viable deployment — primary data sources integrated, basic configurations tuned, at least one use case fully operational. If it's not, you have a structured conversation about what's blocking progress. Maybe the timeline was unrealistic. Maybe the team needs help. Maybe the tool was a bad fit. All of those are better to discover at 90 days than at contract renewal.
Negotiate shorter initial terms. One-year contracts with renewal options instead of three-year commitments. Yes, you'll pay a higher per-year price. That's the premium for not being locked into a tool that turns out to be shelfware. If the tool delivers value, you'll happily renew. If it doesn't, you're out in 12 months instead of 36.
Kill something before buying something. Make it a rule: every new tool purchase must be accompanied by the retirement of an existing tool. This forces prioritization. If nothing in your current stack is worth retiring, maybe you don't need the new thing as badly as the vendor demo suggested.
Rescuing What You've Already Bought
For the shelfware already in your stack, do a triage. For each underdeployed tool, ask three questions: Can we fully deploy it in 30 days with existing staff? Will it measurably improve a specific metric we care about? Is there someone who will own it?
If all three answers are yes, schedule the deployment sprint and hold someone accountable for completion. If any answer is no, consider killing the contract at renewal and redeploying the budget. Sunk cost is sunk cost. Spending another $100K next year on a tool you didn't use this year doesn't make this year's $100K less wasted — it just doubles the waste.
Security vendors will hate this article. Good. The current model — where vendors sell tools that require a dedicated team to deploy and then blame the customer when adoption fails — is broken. The vendors who survive the next few years will be the ones who make deployment genuinely easy, provide hands-on implementation support, and measure their success by customer outcomes rather than contract signings. Until then, the shelfware keeps piling up. Don't let yours be next.
