Overview
GitHub Copilot is an AI-powered coding assistant developed by GitHub (Microsoft) in partnership with OpenAI. It uses large language models to provide real-time code suggestions, autocompletion, and conversational coding help directly inside your editor. Since its launch in 2021, it's become the most widely adopted AI coding tool in the world, with over 1.8 million paying subscribers and adoption across enterprises of every size. For security and IT teams, it's not a security tool per se — but it's become one of the most impactful productivity tools in a security engineer's daily workflow.
Security practitioners write more code than most people realize. Detection rules, automation scripts, infrastructure-as-code, API integrations, incident response tooling, compliance checks — the modern security team is a software team whether they signed up for it or not. Copilot accelerates all of that work. It's also the tool most likely to introduce subtle vulnerabilities if you're not paying attention, which makes it both a productivity multiplier and a risk vector that security teams need to understand.
The competitive field has gotten crowded — Amazon CodeWhisperer (now Q Developer), Cursor, Cody by Sourcegraph, and Tabnine are all fighting for the same market — but Copilot's integration depth with GitHub's ecosystem and VS Code gives it an adoption advantage that competitors haven't overcome.
How It Works
Copilot runs on OpenAI's Codex model family (and more recently GPT-4-based models for the chat features). When you type code in your editor, Copilot sends the context — your current file, open tabs, and relevant workspace files — to GitHub's servers, where the model generates completion suggestions. These appear as grayed-out "ghost text" that you accept with Tab or dismiss by continuing to type. The latency is typically 100-300ms, fast enough that it feels like autocomplete rather than a separate tool.
Copilot Chat, available in VS Code's sidebar and as inline chat, lets you have conversational interactions with the model. You can ask it to explain code, generate tests, refactor a function, or debug an error. The chat has access to your workspace context, so it can reference files you're working with. The Copilot CLI extension does the same for terminal commands — describe what you want in English, and it generates the shell command. For security teams writing complex grep chains or kubectl commands, the CLI feature is surprisingly practical.
The Business and Enterprise tiers add organizational controls. Admins can enforce policies about which repositories Copilot can access, block suggestions matching public code (the IP protection filter), exclude specific files or repositories from Copilot's context, and view usage analytics across the organization. The Enterprise tier includes Copilot's knowledge bases feature, which lets you index internal repositories and documentation so the AI's suggestions are informed by your organization's patterns and standards. This is the feature that makes the enterprise pricing worth considering for larger teams.
From a data handling perspective, GitHub has been relatively transparent. In the Business and Enterprise tiers, prompts and suggestions are not stored or used for model training. Code snippets are transmitted to GitHub's servers for processing but are discarded after the suggestion is generated. The free and Pro tiers have an opt-out for telemetry data collection, which is enabled by default — something worth noting for security-conscious individual users.
What We Liked
The productivity impact on infrastructure-as-code work is measurable. We tracked our team's Terraform authoring speed over four weeks with and without Copilot enabled. With Copilot, the average time to write a new Terraform module (from scratch to passing plan) dropped by about 35%. The biggest gains were on boilerplate — resource blocks, variable definitions, output blocks — where Copilot's suggestions were right 80%+ of the time. For an eight-person security engineering team, that's roughly one full day of engineering time saved per week.
Copilot Chat's ability to explain unfamiliar code is genuinely valuable for security teams. We regularly review third-party automation scripts, inherited tooling from previous teams, and open-source detection rules. Being able to highlight a 200-line Python script and ask "what does this do, and are there any security concerns?" and get a useful, line-by-line analysis in seconds is a capability we now rely on daily. It catches hardcoded credentials, insecure deserialization patterns, and overly broad IAM policies in code review more consistently than our junior engineers do.
The surprise was Copilot's effectiveness with YARA rules and Sigma rules. These are niche detection formats that you wouldn't expect a general-purpose coding AI to understand well, but Copilot generates syntactically correct YARA rules from natural language descriptions about 60% of the time. It's not replacing an experienced detection engineer, but for quickly scaffolding a rule that you then refine, it's a real accelerator. We didn't expect this from a tool trained primarily on general-purpose code.
The free tier, introduced in late 2024, is genuinely usable. Two thousand code completions and fifty chat messages per month is enough for a security professional who uses it for occasional scripting rather than full-time development. It's a smart move by GitHub — it lets individual practitioners on security teams adopt Copilot without needing to justify a purchase to their manager, and usage data makes the business case for a team license write itself.
What Fell Short
The insecure code suggestions are a real concern, not a theoretical one. In one week of monitoring Copilot's suggestions across our team, we counted 14 instances where it suggested code with security issues: three hardcoded API keys (using common placeholder values that could easily be mistaken for real keys), four SQL queries without parameterization, two overly permissive S3 bucket policies, and five instances of disabled TLS verification in Python requests. None of these made it to production because our team reviews everything, but a less security-aware team could easily ship these. The recently added code review feature helps catch some of these, but it's an add-on step rather than a built-in safety net.
The autocomplete can be aggressively distracting. When you're writing a complex function with unusual logic, Copilot keeps suggesting completions based on common patterns that don't fit your specific case. The Tab key becomes a minefield — you intend to indent and instead accept a wrong suggestion. There's a setting to require an explicit accept action, but it's not the default, and we've seen new users waste time undoing accepted suggestions. Learning to ignore Copilot when it's confidently wrong is a skill that takes a couple of weeks to develop.
Enterprise tier pricing — $39/user/month — is a hard sell for security teams that aren't writing code full-time. If you have a 15-person security team where 5 people write code daily and 10 use it occasionally, you're paying enterprise rates for people who might use Copilot twice a week. The per-seat licensing doesn't flex with actual usage, which makes the ROI calculation unfavorable for mixed-role teams. The knowledge bases feature partially justifies the premium, but only if you invest time in setting it up properly.
Pricing and Value
The free tier includes 2,000 code completions and 50 chat messages per month. Copilot Pro is $10/month (or $100/year) for unlimited completions and chat. Copilot Business is $19/user/month and adds organizational controls, IP indemnity, and the policy management features. Copilot Enterprise is $39/user/month and adds knowledge bases, fine-tuned models on your codebase, and advanced analytics. All paid tiers come with a 30-day free trial.
At $10/month for Pro, the ROI argument is trivial — if it saves you 30 minutes a week, it's paid for itself many times over. At $19/month for Business, the organizational controls and IP indemnity justify the premium for any company that cares about code ownership. The $39 Enterprise tier is where you need to run the numbers carefully. Amazon Q Developer (free tier is more generous) and Cursor ($20/month with strong capabilities) are worth evaluating if the Enterprise features don't apply to your use case. For security teams specifically, the Business tier is the sweet spot.
Who Should Use This
Any security professional who writes code more than twice a week should be using Copilot or a comparable AI coding assistant. Detection engineers, automation developers, DevSecOps practitioners, and security architects who author IaC will see the biggest gains. The tool is most valuable for people who know enough about code to evaluate suggestions critically — it amplifies existing skill rather than replacing it.
For teams with strict data residency or air-gapped requirements, Copilot isn't an option since all processing happens on GitHub's cloud. Look at Tabnine's on-premise deployment or self-hosted models as alternatives. For everyone else, start with the free tier, measure the impact for two weeks, and let the productivity data make the case for a team license.
The Bottom Line
We resisted Copilot for six months, worried about data leakage and insecure suggestions. Then we tried it for a week and never turned it off. The productivity gain is real and immediate — our team writes Terraform, Python, and Bash faster, reviews inherited code more confidently, and spends less time on Stack Overflow. The insecure code suggestions are a legitimate concern that you solve by pairing Copilot with a scanner like Snyk or Semgrep, not by avoiding the tool. At $10/month for Pro, the only reason not to use it is if your organization has a policy prohibition. And if it does, you should revisit that policy, because your engineers are using it on personal accounts anyway.
